To: Ambassador Jean-David Levitte, French Mission to the United Nations <p> Dear Ambassador Levitte: <p> As a person gravely concerned about the United States' drive to invade Iraq, I am appealing to you to do everything in your power to stop the rush to war. <p> The US Congress has voted to go to war with Iraq. The war resolution passed by Congress does not require UN approval for attacking Iraq. However, if the UN does not approve a US invasion, it will be very difficult for the White House to pursue its military plans. I am asking that, in the interest of preserving global stability and international security, you vote against any Security Council resolution that authorizes an invasion of Iraq. <p> President Bush says that if the United Nations does not seek to enforce Security Council resolutions pertaining to Iraq's weapons programs, the organization's credibility will be crippled. Yes, the UN should be working for the elimination of weapons of mass destruction. But if the UN approves an attack on Iraq just to please the US, the institution's entire reason for being will be destroyed. Do not let this happen. <p> The UN was created to prevent conflicts between nations. The institution's founding documents say clearly that armed force may be used only in self-defense, or with the approval of the UN Security Council. You should not grant such approval. Iraq simply does not represent a clear and present threat to global security. Its closest neighbors, Kuwait and Saudi Arabia, do not fear an Iraqi attack. Iraqi military strength is a fraction of its former capabilities. Deterrence, enforced through existing UN sanctions, is working. <p> Given these facts, an attack on Iraq would do more harm than good. A US invasion would destabilize the entire Middle East region. It would also ignite new anti-Western sentiment and, as a member of the Kuwaiti royal family has said, lead to a "war of civilizations." An invasion of Iraq would exacerbate global tensions, undermining the UN's central goal of preventing conflict. <p> Before you approve any assault on Iraq, please ask yourself these questions: Will an invasion prevent bloodshed, or cause it? Will it foster understanding and cooperation among the world's peoples, or breed new suspicions and hatreds? Will an invasion improve global stability and security, or undermine them? Will it make the citizens of your nation safer? <p> I plead with you not to approve a war that will undermine international law and order.
